description
Figs. 3 O, 6 O, 9 M, 53 A – H. Male. Head ochraceous. Eyes reddish brown. Ocelli black. Face yellow with pinkish band along lateral margin of frontoclypeus. Pronotum dark brown speckled with ochraceous spots. Mesonotum black, speckled with faint ochraceous spots, lateral margins brownish ochraceous. Forewing dark brown, speckled with pale spots, venation black, speckled with pale brown minute spots. Metasternites dark brown. Hind femur with apices and tarsi black, setae on hind tarsi pale yellow (Figs. 3 O, 6 O, 9 M). Male genitalia. Pygofer in lateral view more or less triangular with slightly convex caudoventral margin, margin semi-hyaline (Fig. 53 H). Subgenital plate long, narrowed distally, apex rounded (Fig. 53 E). Style long, apophysis narrowed in basal 1 / 3, apex rounded (Fig. 53 F). Connective Y-shaped, much wider at base than long, with prominent, longitudinal median ledge not reaching anterior margin (Fig. 53 G). Aedeagus slightly sinuate in lateral view, with dorsal longitudinal excavation and narrow linear dorsal flange on distal 1 / 3 of shaft, lateral margin crenulate medially, shaft with two apical, setose processes, left process longer than right, gonopore 1 / 3 distance from apex on ventral margin (Figs. 53 A – D). Measurements. Male 7.8 mm long, 2.0 mm wide across eyes and 2.4 mm wide across posterolateral angles of pronotum. Material examined. HOLOTYPE ♂, INDIA: Manipur: Senapati, Sijang Mongjang, 24 0 58 ’ N, 94 0 08 ’ E, 1053 m, 28. ix. 2013, Sweep net, Yeshwanth, H. M. (UASB). Etymology. This species is named after the Chinese leafhopper worker Dr. Wei Cong for his contributions to leafhopper taxonomy.

Remarks. Z. weicongi sp. nov. can be readily distinguished from the remaining two known species by two setose apical processes on the aedeagal shaft compared to a single, apical process in the other species.
