This element is distributed as an .iso file. You can record it into a physical CD with ANY CD-burning software (there are free open source options for this), or you can load it in a virtual drive created by software (there are also free software that can do that).

I downloaded the file, extracted it with zipgenius but am now told I have to purchase POwerIso to open it. Is this the case? If so, I think you should warn people of that detail.
